Emmett Desperate on In-State Tuition Issue


SB1204 is a Bill that Senator Emmett Hanger wrote, now he is running away from it like the plague. Elle has done an excellent job exposing this bill, and for all of Emmett's supporters lets do this one more time:

Seeing as how Hanger has nothing to say on his website, I had to go back and check his legislative record. As I've previously post, Hanger sponsored SB 1204, which allowed for in-state tuition for illegal aliens.

D. Notwithstanding the provisions of subsection A, any person shall be eligible for in-state tuition who:

1. Has resided with his parent, guardian, or other person standing in loco parentis while attending a public or private high school in this state;

2. Has graduated from a public or private high school in Virginia;

3. Has resided in the Commonwealth for at least three years as of the date the individual graduated from high school;

4. Has registered as an entering student in an institution of higher education;

5. Has provided an affidavit to the institution stating that he has filed an application to become a permanent resident of the United States and is actively pursuing such permanent residency or will do so as soon as he is eligible; and

6. Has submitted evidence that he, or in the case of a dependent student, at least one parent, guardian, or person standing in loco parentis, has filed, unless exempted by state law, Virginia income tax returns for at least three years prior to the date of enrollment.

This bill, as previously noted, was shot down in the house.

Then this gets sent out to the constituents of the 24th District by the Hanger Campaign. What is the term for this?

I was at the debate with Senator Hanger and Scott Sayre. Hanger didn't run away from his bill. He was proud of the bill. Before his bill was passed, in state tuition could be offered to any illegal that applied to a Virginia school. Now it is restricted by law but makes provisions for some. There are some people who were brought to this country, they went to school K-12, they graduated a the top of their classes and they can't get into college. There are some that joined our military, faught in Iraq, faught for our country, but can't go to college. You can't punish the child for the sins of the father.

Wilson, Sen.Hanger tried peddling that story one morning at Mrs.Rowe's. It is not true. Non-citizens are eligible to enlist in the military but not be commissioned. A non-citizen that is eligible must meet certain requirements: (1) Have an Alien Registration Receipt Card (stamped I-94 or I-551 Green card/INS Form 1-551), (2) Have a bona fide residence established, and (3) Have established a record of the U.S. as their home. In other words, illegals don't get into military.

Sen. Hanger--raising taxes on citizens to pay for illegals
The senator told a nice story at the SWAC Breakfast at ROWE'S, but........

I have one question for Senator Hanger--just who are you representing? Obviously not the voters in the 24th. Here's a prime example: SB 1204. On the surface it looks innocuous enough, saying that in-state tuition is prohibited for illegal immigrants. But when reading further you notice these caveats:

I notice that he puts in the bit about requiring them to pay state taxes for three years. But that won't even come close to covering the costs of a four year education. Illegal immigrants should not be rewarded financially for their illegal status. Illegal immigrants are openly breaking the law. They have no regard for the rules that govern our country. So why does Hanger want to reward them?
Thankfully the House had enough sense to delete most of this nonsense. The bill as it stands now reads:
"An alien who is unlawfully present in the United States, and thereforeineligible to establish domicile pursuant to § 23-7.4,shall not be eligible on the basis of residency within Virginia for anypostsecondary educational benefit, including in-state tuition, unless citizensor nationals of the United States are eligible for such benefits in no less anamount, duration, and scope, without regard to whether such citizens ornationals are Virginia residents."
Hey Senator, I thought we had a transportation crisis--isn't that why you consistently vote to raise our taxes? Tell you what--let's save some money by NOT rewarding illegal behavior and put it towards this so-called crisis.

You forgot to mention that it was Hanger's bill in 2005 that forbid state agencies from giving benefits such as Medicaid and welfare to illegals. Prior to Hanger's legislation nothing had been done on the state level about immigration.

Hanger's bill has been hailed as landmark legislation. I really don't think you guys want to take this route.

The next move is yours. You can continue to lie and I will continue to point out your lies...or you can give it a rest and spare yourself the inevitable humiliation that will most certainly follow.

There are 2 possibilities for June 12th Republican Primary. Hanger wins, Sayre wins. Either one of them is better than the other choices. If Sen.Hanger wins, I will gladly vote for him over any Dem. If Sayre wins, I will do the same. Can we stop the vitriol? Emmett and Scott are not enemies, why should their supporters be enemies?
My posts have clearly stated my opposition to a number of positions Sen.Hanger has made. He has many similar positions to Scott Sayre. Mayor Koch of NY once said,"if two people agree 100% of the time, one of them is not thinking."

Hanger writes a bill enabling in-state tuition for illegal immigrants and then puts out flyer saying it didn't happen...

You've just got to love these people, they accuse everyone of telling a lie...

You seem to be swinging in all directions here, and then you say, "Can't we all just along." The requirements for joining the military as non-citizen did not make the grade at some Virginia schools and some young people who had served were denied in-state tuition. It seems strange that a desire to go to college could be marked as illegal behavior. Once again, you seek to punish people for the sins of their fathers. I have enough sin to answer for and I'm sure you do too. Would you really want to be held accountable for the sins of your father, also? Do you really want to be held accountable for anything you do?

Glad you are participating on the blogs. Subsequent to reading your comments and blog, it appears that you are a very well informed person. Many of us have been speculating on the identity of GGD and thankfully, you now have proof. For the record, will you verify that Chairman of Augusta is GGD? Please provide any proof?

Also, J.C. Wilmore stated that the chair is mentally ill. Do you agree with that statement and if so, what mental illness does the chairman suffer from? For the record, would you please verify Wilmore's claim that the chair is mentally ill? Please be very specific on you diagnosis.

I take full responsibility for my actions. My father is a citizen of the US. He came to this country legally. He was in the military. My uncle came to this country and died for this country. I wish I could take creditor responsibility for the work of my father or uncle, but I can't. I can live with the benefits they provided.
As for "swinging in all directions", do you mean that I first described Sen.Hanger's bill to give illegal aliens instate tuition, and then describing the actual law of the Sate of Virginia?Is it swinging all over the place by citing US Immigration law? Explain what you mean by "swinging".

Anon has a whole lot of Chutzpah! Bringing out a race card. Illegal immigration is a security issue. It is a financial issue.

I have actually put my life in the hands of legal immigrants from all over the world. I depended upon people of all races for my safety.I had partners both male and female . I had a job where I worked one on one with naturalized citizens from Romania, Dominican Republic, Pakistan, Trinidad and elsewhere,where our safety, our lives depended upon each other. I dont give a rat's behind what a person's DNA make-up is, as long as you are honorable, dependable, and ethical. That is walking the walk, Mr.Anonymous.
